Require dealers to furnish purchasers with a certificate of title application for new or used all-terrain vehicles sold after July 1, 2018, without charge.

Mandate dealers forward all documents required by the Department of Revenue to issue a certificate of title to the purchaser or transferee.

Allow voluntary application for certificate of title for any all-terrain vehicle that has not been previously titled.

Amend the definition of "dealer" to include those engaged in the business of buying, selling, or exchanging all-terrain vehicles.

Impose a penalty of up to $500 for dealers who fail to comply with titling requirements for all-terrain vehicles.
