Extends the repeal date of Mississippi's texting while driving prohibition from July 1, 2018 to July 1, 2021.

Maintains the prohibition on operators of moving motor vehicles from writing, sending, reading text messages, or accessing social networking sites using hand-held mobile telephones while driving.

Civil penalty remains $100 for violations committed on or after July 1, 2016, with no state assessments imposed.

Department of Public Safety continues to maintain records of citations including operator age, race, additional traffic violations, and crash information.

Effective date is July 1, 2018.
