Authorizes local school boards to register homeschool students residing in the school district for participation in extracurricular activities available to their grade level, upon parent or guardian request.

Requires homeschool students to meet the same participation conditions as public school students, including paying equivalent fees, adhering to codes of conduct and academic standards, and satisfying residency requirements.

Specifies that homeschool students cannot be required to meet Common Core Standards for academic coursework related to extracurricular activities.

Mandates that school insurance covering extracurricular activity participants must extend to homeschool students.

Prohibits public schools from being barred from competing against other schools due to homeschool student participation and prevents schools from joining organizations that discriminate against eligible homeschool students.
