Effective with the 2018-2019 school year, limits professional staff working outside their area of endorsement to no more than 5% of full-time equivalent units, with exceptions for assistant principals and administrative interns who do not act in place of the principal.

Establishes student-teacher ratio limits in gifted classes: 22:1 in kindergarten (27:1 with full-time assistant), 27:1 in grades 1-4, 30:1 in self-contained grades 5-8, and 33:1 in departmentalized academic core classes grades 5-12.

Caps the total number of students taught by an individual teacher in academic core subjects at 150 students during any school year, with exemptions for distance learning instructors and schools meeting the highest levels of performance.

Requires one-year waivers for classes exceeding the allowable student-teacher ratio by no more than two students in grades 5-12.
