Senate Bill 2626 Summary

• Defines "average daily membership (ADM)" as total student enrollment divided by instructional days, replacing "average daily attendance (ADA)" as the primary metric for calculating Mississippi Adequate Education Program (MAEP) funding beginning fiscal year 2019.

• Requires school districts to be funded based on ADM unless average daily attendance falls below 95% of ADM, in which case ADA funding applies, effective 2018-2019 school year.

• Authorizes the State Auditor to conduct unannounced student counts in months two and three of each school year and reduce MAEP funding if reported enrollment exceeds 103% of actual counted students.

• Modifies the minimum school term requirement from 63% to 60% of the instructional day and adjusts transportation density calculations to use ADM instead of ADA.

• Repeals the floor on state contribution increases to school districts that was scheduled to expire July 1, 2019, effective immediately upon passage.
