Prohibits state and local government officials, agents, or employees from knowingly and willfully enforcing federal executive orders, laws, statutes, rules, or regulations issued after the effective date that restrict personal firearms, firearm accessories, or ammunition if they conflict with Article 3, Section 12 of the Mississippi Constitution or the Second Amendment.

Court orders are exempt from this prohibition and officials must still comply with judicial directives.

First violation results in a civil penalty up to $1,000 paid to the State General Fund; second or subsequent violations constitute a misdemeanor punishable under Section 99-19-31.

"Enforcement" does not include acts solely facilitating firearms transfers under federal law, and any non-exempt enforcement orders after the effective date constitute a breach of oath of office.

No private civil cause of action exists under this statute, and the prohibition does not affect search and seizure protections under state or federal constitutional provisions.
