Requires the Department of Corrections to establish a method for determining whether parole-eligible inmates are in compliance with their case plans through rules and regulations.

Mandates the Department notify the Parole Board when an inmate is failing to maintain compliance with their approved case plan.

Requires caseworkers to meet with inmates every eight weeks to review case plan progress and ensure the plan is achievable before the inmate's parole eligibility date.

Directs the Parole Board to provide semiannual reports to the Oversight Task Force on the number of parole hearings held, prisoners released to parole without a hearing, and parolees released after a hearing.

Takes effect July 1, 2018.
