Revises penalties for bringing, possessing, or selling controlled substances or narcotic drugs in state correctional facilities, county jails, municipal jails, or other jails.

Reduces penalty for bringing or possessing controlled substances to imprisonment of no more than one year or a fine of not more than $5,000, or both.

Maintains and clarifies penalty for selling controlled substances within correctional facilities at a fine up to $25,000 and imprisonment of three to seven years with no eligibility for probation, parole, or sentence reduction.

Applies the enhanced penalties to both officers/employees knowingly permitting drug activity and to any person selling controlled substances within the facility.

Takes effect July 1, 2018.
