Revises methods for consumers to request a security freeze on their credit report to include first-class mail, telephone call, or secure website/electronic mail connection (previously required certified mail with police report).

Prohibits consumer reporting agencies from charging any fee for placing, removing, or suspending a security freeze on a consumer report (previously allowed up to $10 fee for placing freeze).

Requires consumer reporting agencies to send written confirmation of security freeze within ten business days and provide a unique personal identification number or password for future freeze management.

Allows consumers to request replacement personal identification numbers or passwords, which agencies must provide within three business days.

Effective date: July 1, 2018.
