Amends Section 69-27-33, Mississippi Code of 1972, to authorize soil and water conservation district commissioners and county boards of supervisors to agree that the district be included under the county's tort liability insurance policy, subject to carrier approval.

Allows district employees to be included in county group life and/or health insurance or workers' compensation insurance programs upon agreement between commissioners and the county board of supervisors.

Clarifies that employees included in county insurance programs are considered county employees only for the limited purposes of insurance and payroll administration, not for other county employment purposes.

When multiple counties are involved, the counties must jointly determine which insurance program covers employees and establish contribution amounts from non-lead counties.

Takes effect July 1, 2018.
