Amends Section 77-3-3 of the Mississippi Code to include "deposits" in the definition of "rate" under public utility regulation laws.

Expands the term "rate" to encompass deposits along with existing definitions of compensation, charges, fares, tolls, rentals, and classifications demanded or collected by public utilities.

Applies the deposit inclusion to any service, product, or commodity offered by public utilities, and to rules, regulations, practices, or contracts relating to such charges.

Takes effect July 1, 2018.
