Prohibits the sale or transfer of caffeine pills, tablets, or capsules containing more than 200 milligrams of caffeine per unit to anyone under 18 years old; does not apply to liquid caffeine products.

Requires all businesses selling caffeine products to clearly mark them and display point-of-sale warning signs at least 8.5 by 11 inches stating the age restriction and proof of age requirement.

Creates criminal penalties for sellers: $50 fine for first offense, $75 for second offense, and $500 for third or subsequent offense, with up to 3 days imprisonment; age verification with government-issued ID is a valid defense.

Prohibits minors from purchasing or possessing caffeine products on educational property; violation may result in up to 3 hours of community service ordered by court, with records expunged upon completion.

Takes effect July 1, 2018.
