Amends Section 49-4-39 of the Mississippi Code to grant the Commission on Wildlife, Fisheries and Parks authority to regulate hunting, fishing, wildlife viewing, guide and outfitter services.

Establishes annual guide service license fees at a maximum of $150.00 for residents and minimum of $150.00 for nonresidents; annual outfitter license fees at a maximum of $250.00 for residents and minimum of $250.00 for nonresidents.

Requires freshwater fishing guides, outfitters, skippers, or captains who use boats to obtain an annual fishing guide boat license and decal for each boat at a fee of $250.00, and to register the boat with the department along with driver's license, proof of liability insurance, and other required information.

Requires resident guide licensees to hold one-year proof of residency and a valid sportsman's license; requires nonresident licensees to have a valid nonresident fishing license.

Establishes violations of this section or related commission regulations as Class II violations punishable under Section 49-7-143; effective July 1, 2019.
