Amends Mississippi Code sections 51-15-103 and 51-15-107 to allow 20 additional counties (Hancock, Harrison, Pearl River, Wilkinson, Amite, Pike, Walthall, Marion, Adams, Franklin, Lincoln, Lawrence, Jefferson Davis, Jefferson, Copiah, Simpson, Claiborne, Scott, and Leake) to join the Pat Harrison Waterway District.

Requires the 20 new counties to follow the same petition procedures as original member counties, filing in Forrest County Chancery Court per Chapter 15, Title 51 of Mississippi Code.

Modifies Section 51-15-118 to specify that county withdrawals from the district become effective only at the close of the fiscal year in which the withdrawing county has satisfied all its financial obligations.

Effective date is July 1, 2018.
