Creates the "Nonpartisan County Elections Act" making the offices of chancery clerk, circuit clerk, tax assessor, tax collector, county surveyor, and county coroner nonpartisan positions.

Prohibits candidates from campaigning or qualifying based on party affiliation and bars political parties and committees from fundraising for, contributing to, or endorsing candidates for these nonpartisan offices.

Requires candidates to file intent and pay $100 filing fee at least 60 days before a general or regular election, with a provision that inability to pay does not disqualify a candidate.

Establishes a "preferential county election" process to determine which candidates appear on the general election ballot, with names listed alphabetically without party affiliation.

Implements a runoff election system where if no candidate receives a majority of votes in the general election, the top two vote-getters compete in a second election held three weeks later.
