Amends birth certificate law to list a "spouse" instead of "husband" as a parent when the mother was married at conception, birth, or any time between.

Allows an alleged biological father who obtained a court order of paternity to be listed as a parent on the birth certificate.

Creates new law prohibiting discrimination based on the marital status of a person's parents in parent-child relationships.

Changes child surname determination from automatically using the father's name to having the court decide based on the child's best interests.

Takes effect July 1, 2018, and does not affect laws concerning surrogacy, assisted reproduction, or termination of parental rights.
