Authorizes the Board of Trustees of State Institutions of Higher Learning to approve leases, management agreements, and contracts with private real estate developers for a maximum term of 40 years.

Prohibits successor boards of trustees from cancelling approved contracts based on the binding successor doctrine.

Requires an independent professional analysis and report before execution of any developer contracts to assess whether the project serves the institution's and state's best interests.

Mandates that institutions use a competitive selection process for choosing private developers, with prior board approval of both the competitive process and the final developer contract.

Takes effect July 1, 2018.
