Authorizes the Department of Finance and Administration to act as the central leasing agent for all state agencies seeking office space in state-owned or private buildings, effective January 1, 2019.

Requires all state agencies to obtain DFA approval before entering into, renewing, or modifying any lease, lease-purchase, or property purchase agreements for office space.

Mandates that state agencies within Hinds, Madison, and Rankin counties be housed in facilities within the defined "Capitol Complex" unless relocation would significantly impair public access or cost reduction through private facilities is available.

Requires DFA to adopt space allocation standards, use Request for Proposal (RFP) processes for private leasing, and establish a standard lease form for uniformity across state agency leases.

Directs DFA to develop and implement a master plan for optimizing efficiency of office space in state-owned buildings, with space utilization standards and five-year reviews beginning in 2019.
