Authorizes municipalities to accept credit card payments for utility services, fines, fees, permits, licenses, and other municipal services without charging transaction or processing fees to the payer, provided individual transactions do not exceed $5,000.

Applies to municipal utility systems (water, sewerage, gas, electric), municipal courts (for fines, fees, and costs), and general municipal payments under authority of the governing body.

Municipalities may absorb the credit card processing costs as a recognized reduction of other municipal costs associated with electronic payment methods.

Amends Section 17-25-1 to allow counties and municipalities to bear the full cost of processing electronic payments for retail merchandise sold by the county or municipality.

Takes effect July 1, 2018.
