Requires the Mississippi Department of Corrections to pay corrections officers, law enforcement staff, and other employees for all accumulated compensatory leave upon termination of employment or death, with payment made to the employee's estate if applicable.

Amends Section 25-9-119 of the Mississippi Code to add "except as otherwise provided by law" language, clarifying that state personnel system rules and regulations are binding on covered agencies except where statutory exceptions exist.

Effective date of July 1, 2018.
