Amends Mississippi Code Section 77-13-9 to require all utility facilities installed on or after January 1, 2010, to maintain a lateral distance of 36 inches between each utility.

Requires utility facilities installed on or after January 1, 2010, to be locatable using generally accepted electronic locating methods.

Maintains existing requirements for utility operators to respond to excavation notices within two working days and mark underground utility locations using standard color codes.

Effective July 1, 2018.
