Amends Section 37-19-7 of Mississippi Code to increase starting base teacher salary to $40,000 by the 2022-2023 school year through a five-year phase-in beginning in the 2018-2019 school year.

Beginning in the 2023-2024 school year, teacher salaries must equal at minimum the southeastern regional average salary for certified teachers and administrators.

Establishes minimum salary schedules for each school year from 2018-2019 through 2022-2023, with increases applied annually across all teacher license levels (AAAA, AAA, AA, and A).

Provides salary supplements of $6,000 annually for teachers and other licensed personnel who obtain national certifications from organizations such as the National Board for Professional Teaching Standards.

Includes additional salary supplement of $4,000 for Master Teachers employed in specified rural/economically disadvantaged counties.
