Replaces the 3% per-pupil funding mechanism for charter school authorizers with annual general fund appropriations and positions to be determined by the Legislature.

Requires reconciliation of state education funding payments to charter schools using average daily attendance data from months two and three of the current school year, with adjustments made in the following year.

Requires reconciliation of local ad valorem tax payments to charter schools using average daily attendance data from months two and three, with adjustments made in the following year for both in-district and out-of-district students.

Clarifies calculation procedures for determining pro rata local contributions by including both previous year average daily membership and current year month one data for charter school students in funding formulas.

Takes effect July 1, 2018.
