Clarifies that the Department of Finance and Administration shall consult with the Legislative Budget Office and make recommendations to the Joint Legislative Budget Committee on all state agency vehicle procurement requests.

Requires appropriations bills for state agencies to include language placing a ceiling on the amount of appropriated funds agencies may spend on vehicles.

Designates Mississippi's Accountability System for Government Information and Collaboration (MAGIC) as the official inventory record system for all state agencies using MAGIC, effective July 1, 2018.

Requires state agencies using MAGIC to report all inventory changes, additions, and disposals through the MAGIC system rather than separate submission to the State Auditor.

Transfers responsibility for maintaining complete and current inventory records from the State Auditor to the Department of Finance and Administration.
