Establishes a Steering Committee consisting of the State Fiscal Officer, Executive Director of the State Personnel Board, and Executive Director of the Mississippi Department of Information Technology Services to oversee policy development for the Mississippi Management and Reporting System (MAGIC).

Grants the Steering Committee authority to develop all policies for management and upgrading of MAGIC, including consulting with state agencies on operational weaknesses and considering effective training methods.

Deletes the authority for the Mississippi Management and Reporting System Revolving Fund, eliminating previous provisions related to fund management, loan authority, repayment schedules, and administrator positions.

Takes effect July 1, 2018.
