Prohibits the State Department of Education from enforcing federal regulations, executive orders, or administrative interpretations issued by federal agencies that were not enacted by Congress and signed by the President.

Requires the State Department of Education to publish any proposed agreement, memorandum of understanding, or contract with federal agencies in the Mississippi Register and allow at least 90 days for public comment before implementation.

Mandates consultation with appropriate legislative committee chairs, including providing them copies of all public comments submitted regarding federal agreements.

Requires publication of a final notice summarizing public comments, consultation results, whether the agreement will be implemented, and any changes made based on feedback.

Applies retroactively to existing federal agreements or contracts, requiring the department to follow the publication and consultation process and then either confirm the agreement remains in effect or take steps to amend or terminate it.
