Grants all persons who are contributing members of the Supplemental Legislative Retirement Plan on July 1, 2018, a one-time option to withdraw from the plan by September 1, 2018, with accumulated contributions paid to them.

Permits persons previously serving in the legislature or as President of the Senate who are elected after July 1, 2018, but were not members on July 1, 2018, to withdraw from the plan within 15 days of becoming a member and receive accumulated contributions.

Prohibits persons who become members of the State Legislature or President of the Senate for the first time after July 1, 2018, from becoming members of the Supplemental Legislative Retirement Plan.

Makes all withdrawal options permanent once exercised.
