Requires adult applicants (18+) for Temporary Assistance for Needy Families (TANF) benefits to participate in a mandatory community service program administered by the Mississippi Department of Human Services, effective July 1, 2018.

Establishes minimum of 20 hours per week of community service for adult TANF recipients, with eligible work at nonprofit 501(c)(3) organizations, public or private schools, but excludes volunteer service at churches where the recipient is a member.

Imposes ineligibility periods for noncompliance: 90 days for first violation, 180 days for second violation, and one year for third and subsequent violations; refusal to participate results in one-year ineligibility.

Exempts from requirements children under 16, full-time secondary school students aged 16-18, individuals 65+, disabled persons with medical documentation, pregnant women severely restricted in ability to participate, parents with children under 16, and caregivers for disabled family members (with annual review).

Requires federal waivers from the U.S. Department of Health and Human Services before implementation and mandates annual reporting to the Governor on errors and significant delays in program administration.
