Brings forward 10 sections of Mississippi Code related to expungement procedures in justice courts, municipal courts, circuit courts, and drug courts to standardize filing procedures and modify the expungement process.

Allows justice and municipal court judges to expunge misdemeanor convictions upon showing of rehabilitation and two years of good conduct, and permits first-time offenders convicted before age 23 to use Section 99-19-71 expungement procedures.

Requires circuit clerks to send certified copies of expunction and nonadjudication orders to the Mississippi Criminal Information Center for maintenance in a confidential database accessible only to prosecutors, the Attorney General, and law enforcement training board.

Establishes a $150 filing fee for expungement petitions under Section 99-19-71, with $100 to Judicial System Operation Fund, $40 to District Attorneys Operation Fund, and $10 retained by circuit clerk.

Takes effect July 1, 2018.
