Amends Section 37-161-3 of Mississippi Code to change the selection process for private providers of the Mississippi Virtual Public School Program from a competitive RFP process to the Mississippi Online Course Application Process.

Transfers approval authority for all coursework and policy of the Mississippi Virtual Public School from the State Board of Education to the Mississippi Department of Education.

Changes the language regarding enrollment costs from "must" to "shall" be free of charge, but allows parents or guardians to be charged for online courses once state appropriations and local district budgeted funds are expended.

Requires all teachers employed by or participating in instruction through the Mississippi Virtual Public School to meet all state licensure qualifications for Mississippi.

Takes effect July 1, 2018.
