Requires pharmacies to keep written logs of all ephedrine and pseudoephedrine sales, including purchaser identification, date, time, product name, and quantity in grams.

Restricts sales to individuals 18 years or older with valid identification and limits purchases to 3.6 grams per calendar day or 7.5 grams per 30 days.

Mandates products with 30+ milligrams of ephedrine or pseudoephedrine per dosage unit be sold only in blister packages and stored behind pharmacy counters.

Requires the Mississippi Board of Pharmacy to develop and approve employee training programs; pharmacists are exempt from penalties if they document employee training was conducted.

Removes ephedrine and pseudoephedrine from Schedule III of Mississippi's controlled substances list and establishes misdemeanor penalties for first violations and felony penalties for subsequent violations.
