Establishes the Office of Shared Services (OSS) within the Department of Finance and Administration to serve as a central business office for select boards and commissions with complete transition no later than July 1, 2019.

OSS shall provide shared administrative services including accounting, human resources, information technology, payroll, purchasing, facilities management, and reception services to designated boards and commissions.

Department of Finance and Administration authorized to develop implementation plan, determine service methodology, establish fee structures to recover direct costs, and establish rules and guidelines for OSS operations.

Twenty-two specific boards and commissions are subject to OSS authority, including State Board of Architecture, State Board of Dental Examiners, Mississippi Board of Nursing Home Administrators, and State Board of Veterinary Medicine, among others.

Department of Finance and Administration must report to legislative committees during the 2019 session on implementation status, costs, projected savings, and any technical or administrative recommendations for further action.
