State agencies must include detailed summaries of all Maintenance of Effort (MOE) and Memoranda of Understanding (MOU) agreements or contracts with federal agencies in their annual budget request presentations to the Legislative Budget Office

Required MOE/MOU summary information includes: federal agency name, program/grant title, start and completion dates, CFDA grant numbers, renewal expectations, state statutory authorization, and alignment with agency strategic plan

Agencies must provide valid internet links to MOE/MOU documents or supply physical copies to the Legislative Budget Office, which will post them on its website

Summaries must detail all obligations imposed by federal agreements, including monetary matching requirements, policy changes, staffing needs (full-time and part-time positions with funding source breakdowns), and resources required when federal funding ends

Effective date: July 1, 2018
