Continues the moratorium on purchase, lease, or acquisition of motor vehicles by state agencies from July 1, 2018 through June 30, 2019.

Exempts agencies with fleets of 50 or fewer vehicles to replace vehicles that are total losses or have repair costs exceeding the vehicle's cash value, with documentation required.

Exempts law enforcement and emergency vehicles upon demonstration of justifiable need to the Bureau of Fleet Management.

Exempts vehicles acquired using grant monies with no state general fund matching requirement or expenditure.

Exempts vehicles of the Department of Child Protection Services from the moratorium and fleet reduction requirements.
