Extends the validity period of concealed-carry permits from five (5) years to ten (10) years from the date of issuance.

Increases the initial license fee from $80.00 to $140.00, with exemptions for honorably retired law enforcement officers, disabled veterans, and active duty military members.

Increases the renewal fee from $40.00 to $70.00, with a reduced renewal fee of $30.00 (instead of $20.00) for Mississippi residents aged 65 or older.

Allows any person to carry a loaded or unloaded pistol or revolver in a pocket, sheath, belt holster, shoulder holster, or bag without a license if not engaged in criminal activity and not in prohibited locations.

Takes effect July 1, 2018.
