Amends Section 37-106-14 of Mississippi Code to establish priority funding for the Higher Education Legislative Grant Program.

Requires the Legislature to first fund grant awards to eligible students through the Higher Education Legislative Grant Program before other grant programs receive funding.

If insufficient funds exist to fully fund all grant programs, reduces awards equally per student for the Mississippi Tuition Assistance Grant Program and Mississippi Eminent Scholars Grant Program instead of prorating them.

Maintains the existing restriction that no student shall receive combined financial aid exceeding the cost of attendance.

Takes effect July 1, 2018.
