Removes the 30-day waiting period requirement for applications to purchase state-forfeited tax land before the Secretary of State can approve or disapprove them.

Clarifies that the Secretary of State must refund purchasers the amount paid to the state for cancelled patents on land.

Specifies that local governmental entities receiving funds from land sales must refund their portion of the purchase price to purchasers when patents are cancelled.

Establishes that any fees paid to local governmental entities must be refunded to the purchaser by the recipient of those fees.

Takes effect upon passage.
