Reconstitutes the Jackson County Utility Authority Board of Directors effective July 1, 2018, with seven members appointed by the City of Pascagoula, City of Moss Point, City of Ocean Springs, City of Gautier, and Jackson County Board of Supervisors (which appoints three directors).

Reduces director term length from six years to four years following initial staggered terms of two, three, and four years.

Removes the prohibition against elected officials serving on the board.

Establishes board quorum as a majority of the seven members, requiring four affirmative votes for standard initiatives and unanimous consent for bond issues, capital improvements, or rate increases.

Directors may be removed at the will and pleasure of their appointing authority.
