Amends Mississippi nursing practice law to revise licensure and practice requirements for advanced practice registered nurses (APRNs), including certified nurse midwives, certified registered nurse anesthetists, clinical nurse specialists, and certified nurse practitioners.

Changes terminology from "certification" to "licensure" for APRNs and establishes that APRNs must hold a current registered nurse license and meet educational or certification requirements.

Removes the requirement that APRNs practice under mandatory collaborative/consultative relationships with physicians or dentists, instead requiring APRNs to "collaborate with" and "refer or transfer patients as appropriate" to other healthcare providers.

Authorizes certified nurse midwives and certified nurse practitioners to prescribe Schedules II-V controlled substances after completing board-approved educational programs and receiving prescription authority.

Takes effect July 1, 2018, and applies disciplinary provisions to APRN licensure violations including grounds for suspension, revocation, and other penalties.
