Authorizes issuance of tourism permits to tourism developments meeting criteria of at least 300 hotel rooms or suites, retail shops, theater/entertainment venues, and minimum 2 restaurants.

Tourism permit holders may sell alcoholic beverages by the drink, offer complimentary samples, and sell retail packaged alcoholic beverages (minimum 50 milliliters) at any location within the commonly-owned premises.

Establishes penalties for tourism permit violations: $3,000 fine and 60-day probation for first offense; $5,000 fine and 90-day probation for subsequent offenses, with prohibition on selling full bottles during probation and potential permit revocation.

Sets initial tourism permit fee at $15,000 with renewal every three years at $5,000, with renewals due at least 30 days before expiration.

Effective date July 1, 2018.
