Creates "sexting" as a delinquent act within youth court jurisdiction, prohibiting minors from using computers or electronic communication devices to produce, transmit, disseminate, distribute, or display indecent visual images of themselves or other minors.

Defines indecent visual images as depictions of sexually explicit conduct involving actual children under 18 years old, including simulated conduct such as lascivious exhibition of genitals or fondling.

Establishes affirmative defenses for minors who produce images of only themselves without transmitting them to others, and for minors who receive unwanted images but promptly report them to authorities or guardians and destroy the images.

Classifies violations as misdemeanors under youth court jurisdiction, except when force, coercion, threats, or intimidation is used, or when a minor has two prior adjudications for the same offense, which then become felonies prosecutable in criminal court.

Exempts minors adjudicated delinquent under this section from sex offender registration requirements; effective July 1, 2018.
