Amends Section 37-177-21 to require the Legislature to appropriate residual funds from the Education Enhancement Fund for school districts with 8% or more English Language Learner (ELL) student enrollment.

Funds designated for ELL support shall be distributed proportionally among qualifying school districts based on their number of enrolled English Language Learners.

Amends Section 37-61-33(4)(b) to clarify that residual Education Enhancement Fund monies may be appropriated for purposes specified in the Literacy Based Promotion Act, including ELL educational support and teacher resources.

Effective date is July 1, 2018.
