Establishes the Mississippi Higher Education Grant Program for Single Mothers, providing at least $1,500 per academic year to cover tuition, room and meals, books, materials, fees, and child care expenses at public colleges and universities

Limits eligibility to unmarried mothers with at least one minor child whose family income is at or below 150% of the Federal Poverty Guidelines

Requires recipients to have completed high school or equivalent with a minimum 2.0 GPA, score at least 15 on the ACT (with exceptions for vocational programs), and maintain continuous enrollment with satisfactory academic progress

Imposes penalties for false statements including fines up to $10,000, up to one year in jail, and repayment of all wrongfully obtained grants

Redirects all TANF Maintenance of Effort funds currently allocated to state scholarship programs to fund this new grant program exclusively, effective July 1, 2018
