Amends Mississippi's compulsory school attendance law to include kindergarten-age children (those who have attained or will attain age 5 by September 1) beginning with the 2018-2019 school year.

Requires kindergarten-age children to enroll in and attend licensed public, parochial, or nonpublic school kindergarten programs that address cognitive, social, and emotional needs of five-year-old children.

Extends all existing exemptions from compulsory attendance (physical/mental incapacity, special education, legitimate home instruction) to kindergarten-age children.

Establishes reporting requirements for school districts to notify school attendance officers when kindergarten-age children are not enrolled within 15 calendar days of the school year start or accumulate unlawful absences.

Effective July 1, 2018; officially titled the "RoseMary Hayes Williams Kindergarten Attendance Act."
