Requires all health insurance policies and contracts issued or renewed on or after July 1, 2018, to cover all colorectal cancer examinations and laboratory tests specified in current American Cancer Society guidelines for asymptomatic individuals.

Coverage applies to individuals age 50 and older, and individuals under 50 who are at high risk for colorectal cancer according to American Cancer Society guidelines.

Prohibits insurers from imposing deductibles or coinsurance greater than those for similar benefits, and requires provider reimbursement rates equal to or greater than Medicare rates.

Allows plans to require use of in-network providers unless no appropriate participating provider is available, in which case out-of-network care must be provided at no additional cost to the patient.

Amends the State and School Employees Health Insurance Plan to include coverage for all colorectal cancer examinations and laboratory tests at frequencies specified in current American Cancer Society guidelines, effective July 1, 2018.
