Authorizes medical use of marijuana for patients with debilitating medical conditions (cancer, glaucoma, HIV/AIDS, severe pain, severe nausea, seizures, severe muscle spasms, and other conditions approved by the State Board of Health) under physician supervision.

Protects qualifying patients with written physician certification from arrest, prosecution, and penalties for possessing up to an adequate supply (3 mature plants, 4 immature plants, and 30 grams of usable marijuana per mature plant).

Transfers marijuana and tetrahydrocannabinols from Schedule I to Schedule II of the controlled substances law, and exempts medical marijuana use from criminal penalties under the state's controlled substances law.

Provides legal defense for patients and primary caregivers engaged in medical use of marijuana, and protects physicians from penalties for providing written certification for medical marijuana use.

Restricts medical marijuana use by prohibiting smoking in schools, public vehicles, workplaces, correctional facilities, and public recreation areas, and prohibits use while driving or operating machinery.
