Reduces Mississippi State Workforce Investment Board voting members from 41 to 40 and adds one woman with expertise in assisting women in job training and employment in nontraditional occupations as a new voting member.

Amends the Department of Employment Security's duties to include the Workforce Innovation Opportunity Act (Public Law 113-128) alongside the existing Workforce Investment Act of 1998.

Requires the Department of Employment Security to achieve gender equity in the workforce development system and report annually on gender and race of job seekers, training provided by gender, and earnings by gender to verify pay equity.

Directs the Department to include additional reporting information in its annual report to the Legislature regarding Workforce Investment Act or Workforce Innovation Opportunity Act activities and funding administration.

Effective July 1, 2018.
