Requires drivers under age 17 to complete a driver's education course approved by the Department of Education or taught by a qualified driving instructor in order to obtain an intermediate license.

Intermediate license applicants must provide evidence of a passing grade or certificate from the completed driver's education course along with meeting existing requirements (age 16+, one-year regular learner's permit, clean driving record).

Exempts drivers age 17 or older who have held a regular learner's permit without violations from the driver's education requirement when applying for a full driver's license.

Makes minor technical amendments to clarify language regarding alcohol and narcotic drug restrictions and physical disability provisions for license eligibility.

Effective date: October 1, 2018.
