Requires the Governor, Lieutenant Governor, and other appointing authorities to consider race and gender when making appointments to state agency boards and commissions, with a goal of 25% minority and female membership effective January 1, 2018.

Mandates consideration of geographical distribution across Mississippi and the possibility of Congressional Districts being reduced from four to three when making appointments.

Requires board and commission members who send designees to meetings to give due regard to race and gender in selections, with a goal of 25% minority and female designees, and to consider geographical distribution.

Applies these requirements to over 200 specified state agency boards, commissions, and councils, including boards for accountancy, banking, education, health, insurance, and various licensing and regulatory bodies.

Takes effect upon passage.
