Deletes provisions requiring Mississippi State Oil and Gas Board expenses to be funded through state general fund appropriations and restores funding from special funds generated by oil and gas industry fees and assessments.

Removes requirement from Section 27-104-205 that listed the Oil and Gas Board as an agency funded by general fund appropriations, effective July 1, 2018.

Retains Oil and Gas Board authority to obtain funds from the Capital Expense Fund for emergency plugging of orphaned wells as determined by the board.

Transfers from the state general fund to the Oil and Gas Board's special funds an amount equal to previously transferred funds, effective July 1, 2018.

Special funds affected include the Oil and Gas Conservation Fund, funds from drilling permits and fees, and the Carbon Dioxide Storage Fund for geologic sequestration activities.
